Eligibility Requirements

You may run for Reeve or Councillor if you meet the following requirements:

• Be a Canadian citizen
• Be at least 18 years of age on the day of the election
• Be a resident of Manitoba
• Be a voter in the municipality in which you are seeking office. (To qualify as a voter you must be a resident or property owner in the Municipality of North Cypress-Langford for at least six months before Election Day –  April 28, 2026)

 You may not run for Reeve or Councillor if you are:

• A councillor or candidate running for office in another municipality
• A candidate running for school trustee
• A member of the Legislative Assembly of Manitoba or the Senate or House of Commons of Canada
• A provincial judge or justice of the peace
• A judge of the Court of Queen’s Bench or the Court of Appeal
• A person that is disqualified from running for council in 2026 due to failing to file their 2022 Election Finance Statement. All candidates, even those that were not nominated, withdrew or were not elected were required to file an Election Finance Statement after the 2022 election.

*** Those who have previously been convicted of an election offence or failed to pay a fine after being convicted of other offences under The Municipal Act or any other Act are disqualified from running ***

Registration Process

To register as a candidate for Reeve or Councillor, a Registration Package if available for pickup at the municipal office, 316 4th Ave Carberry.  You must complete the registration form and return it to the municipal office in person no later than 4:30 p.m. Tuesday, September 22, 2026. The registration form will be reviewed and submitted to the Senior Election Official for approval. 

Once the registration has been approved by the SEO, the candidate can collect the Campaign Financing Package from the municipal office and begin their election campaign. 

The Voters List will be available to Registered Candidates on September 22, 2026 in paper format only.

Candidates must register with the Senior Election Official before soliciting donations or incurring any campaign expenditures. The candidate must also identify the account utilized for all funds, and their official agent.

Registration for candidates for Reeve begins on Friday, May 1, 2026 and ends at 4:30 p.m. Tuesday, September 22, 2026.

Registration for candidates for Councillor begins on Tuesday, June 30, 2026 and ends at 4:30 p.m. Tuesday, September 22, 2026.

Nomination Process

Candidates must submit nomination papers which provide evidence of support from eligible voters.

Before a candidate is permitted to file nomination papers, they must have already filed their registration form. Nomination papers are provided to prospective candidates at the time of registration.

All nomination papers must be filed in-person with the Senior Election Official or designated election staff during the nomination period which begins on Wednesday, September 16, 2026 at 8:00 a.m. and ends at 4:30 p.m. Tuesday, September 22, 2026.

The deadline to file nomination papers is 4:30 p.m. Tuesday, September 22, 2026.

Nomination Papers for the Office of Reeve must be supported by at least 25 signatures of voters, or not less than 1% of the voters of the Municipality, whichever is less. 

Nomination Papers for the Office of Councillor must be supported by at least 25 signatures of voters, or not less than 1% of the voters of the ward, whichever is less. 

Candidates must use the voters list provided to confirm that they have acquired the signatures of the minimum number of eligible voters.

Nomination Forms must include:

• a statement by the candidate that includes his/her name, address and phone number and the office for which he/she is seeking election.
• A disclosure of any offences that you have pleaded guilty to or been found guilty of under The Criminal Code (Canada), The Controlled Drugs and Substances Act (Canada), The Income Tax Act (Canada) or The Income Tax Act (Manitoba). The SEO must post all candidates’ disclosures on the elected authority’s website.
• A statement taken under oath by the candidate that he/she is qualified to be nominated and that to the best of his/her knowledge, the information provided in the nomination paper is true.

Campaign Period

The campaign period is the time during which a registered candidate, or any person acting on their behalf, can accept contributions or incur campaign expenses.

The campaign period commences upon registration and ends well after the election:

• Reeve candidates: May 1, 2026 - March 31, 2027.
• Councillor candidates: June 30, 2026 - March 31, 2027.

It is only during this period that candidates can solicit contributions and expend funds for the purposes of election.
